The ING could have been hit by a drastic retrovirus, that was the apocalyptic event. A retrovirus can theoretically be engineered to completley re-write an organism's DNA, that's what viruses do naturally, just not on such a large scale, usually just a few 100 genes max. But some viruses do have enzymes that shred specific sequences of DNA, if you could combine a bunch of these enzymes in one virus, and also carry in the virus the entire new DNA you want, you could 100% completely destroy an organism's old DNA and replace it with whatever new DNA you had put in the virus, effectivley re writing a single organisms entire DNA. (basically what happened in the movie I am legend). If you want the virus to be distributed very rapidly and effect 100% of the population you can say that it was a weapon of a war engineered so that the virus had a very long incubation period, i.e it stayed dormant in most of the population for a few years so it had time to spread unnoticed and then suddenly it hit everyone all at once. It was distributed by the enemy to contaminate the ING's water supply, food supply or through the air via frequent air strikes. Then all at once the viruses became active and completley re-wrote the ING's DNA. You could even say the human's made the virus, a virus could be engineered so that it effects one species but not the other, leaving the human's safe from their weapon. They, were trying to kill the ING becuase they needed a habitable planet, earth was being destroyed by an asteroid, global warming, yellowstone erupted or some other devestating natural disaster. It is a very plausible way for one species to erradicate another without destroying themselves. That could be why the ING are trying to kill the humans, they are at war (or the ING are just naturally agressive because of their new DNA). Or you could say the humans were unsuccessful in making the virus target the ING but not humans and that is why the humans are in stasis, to avoid being killed by their own virus. Oh, and if the virus was meant to kill the ING but obviously failed (the ING are still alive), you can blame that on human incompetence, or you can say it was sabotaged by a heroic ING or human (assuming the ING were once intelligent before the disaster).
Wow, that was a bit more long winded then expected, hope it helps! be sure to site me when your book becomes a new york times best seller =D
References :
Yeah, ok. So of course it couldn't actually evolve in a few years. But, if they already had an organ that could produce energy and a virus came along that killed off all but the ones that could produce x amount of energy, all of the remaining ING would be able to produce x amount of energy. Viruses can adapt rapidly, so maybe the virus and ING more or less battle it out until the surviving ING have so much energy the virus can't survive. But, even though the ING haven't evolved - they still have the gene that would make low energy offspring - the virus is lying dormant, ready to kill off any low energy ING that are born. For this to be vaguely feasible, the ING need a short generation time -- they grow to maturity and have babies within months of birth. Next, some species, especially invasive species that produce lots of offspring, will reach a kind of equilibrium at a certain population density. BUT - if you go in and try to kill them off, reducing their numbers drastically, their populations will rebound exponentially in response until they get back to equilibrium. So, the catastrophe could have this effect, and then if the humans are trying to eradicate the ING, their efforts could have the same response.

As a biologist and writer, I found your questions very interesting. Hope this helps!
References :
I'm a bit tired, so I didn't read through the whole text completely, but if I am just to answer the topic to your question, then the answer is yes according to one theory.

Basically there are two theories of the PACE pf the evolution. Gradualism (which probably most people know of) is the slow change through a series of intermediate forms. However, another theory, called Punctuated Equalibrium, describes what you seem to be seeking. To be more exactly it states that long periods of relative stability are "punctuated" by periods of more rapid evolution (this latter theory would then explain the many "gaps" in the fossil records).

That's about all I can remember about it, but if you just google the words "punctuated equalibrium" you should get more information about it.
References :
no, i don't think so. individuals don't evolve. the species changes by the individual either reproducing or dying, so there would be no way an entire species could change. i suppose you could get all sci- fi and say there was some kind of alien intervention or some kind of cancer that morphs the cell but i highly doubt anything like that would ever happen.

so, realistically, no
References :
Adaptation to a virus, plague, predator, or climate change IS evolution. The ones best adapted survive to pass on their genes, thereby changing the future of the entire species. That's what evolution is; natural selection.
And it is a theory, because we can't prove it without thousands of years of study.

So no. Nothing could change it that fast. It'd take at least thousands of years.

Btw, post-apocalyptic means after the apocalypse. So if it was one minute or one million years after the apocalypse, both would be post-apocalyptic.

And what kind of apocalypse is it? Because any I think of would take thousands of years to have a "relatively stable government with a working currency system and law enforcement." I suppose if a lot of infrastructure survives, and the people are few enough and scared enough to congregate, it could work.

Behavior could change suddenly; like syphilis changes personality, and constant use of some drugs as well. Or a cultish sort of tribe could be formed in a few decades. Like in WWII the Japanese believed they were God's chosen after a few dozen years of rule by the Spirit Warriors. Similarly, the ING could believe (whatever) and behave (however) with the right leadership.

Bodies however...no. Not unless you come up with some whacky experimental scientific theory (like King's short story The Jaunt) in which the brain ('cause we only use 10ish% of it) unleashes more power, or chemical changes cause paranormal powers.
References :
evolution takes 1000's of years so you couldn't use it if you wanted to.

perhaps the trigger is a virus, and not a reaction to it. the virus could cause the ING's not to die but to become more aggressive, etc such as the virus in "I Am Legend" did to humans.
